
The City of Pasadena announced Wednesday that application forms are now available for the Phase 2 Private Property Debris Removal Program (PPDR) and that residents whose Pasadena homes were lost in the fire can receive one-on-one assistance from City personnel to complete and submit their applications.
The PPDR program is comprised of two phases, each managed by different agencies.
Phase 1, which will be completed for all properties at no-cost via the Environmental Protection Agency (EPA), consists of the removal of household hazardous materials such as items with lithium batteries, asbestos and everyday household products such as paint, pesticides, and cleaners/solvents. This phase is mandatory and is currently underway and requires no action by property owners.
For Phase 2, property owners have the choice to opt-in for a no-cost debris cleanup by the U.S. Army Corps of Engineers or to opt-out and hire a specialized, approved contractor, at the owner’s cost, to remove the remaining fire debris following all necessary rules and regulations.
For those that choose to opt-in, a Right-of-Entry (ROE) form and application is required to allow access to the site.
Both the Opt-in and the Opt-Out forms for Phase 2 are currently available at the LA County Recovers webpage along with additional information and FAQs. The submission deadline for either the ROE or Opt-Out form is Monday, March 31, 2025.
Each household in Pasadena that was destroyed by the fire will be provided a City staff person to assist in completing the forms and submitting them into the LA County Recovers application portal.
The City hopes that by providing this direct assistance, homeowners will find the local support and guidance needed to navigate this most difficult time. Program eligible property owners will be contacted by City staff to provide more information.
