The Pasadena City Council unanimously approved amendments to the city’s zoning code on Monday, July 15, streamlining the process for project entitlements and making miscellaneous updates to regulations.
The council voted to adopt staff recommendations for the zoning code amendments after a brief discussion. The approved changes will modify how long project entitlements remain valid and simplify the extension process.
Under the new rules, most project entitlements will be valid for three years, with the possibility of up to two one-year extensions. The amendments allow for staff-level approval of most time extensions, reducing the need for additional hearings.
The council also approved miscellaneous updates to the zoning code, including changes related to reflective building materials and how code amendments affect projects already in progress.
The approved amendments incorporated recommendations from the Planning Commission, which reviewed the proposals on April 24, 2024. The commission suggested requiring an Administrative Minor Conditional Use Permit for reflective materials and grandfathering rules for projects already approved.
City staff will now prepare an ordinance to formally codify the zoning code changes within 90 days. The amendments are expected to take effect later this year after a second reading by the council.
The zoning code updates are part of Pasadena’s efforts to modernize and streamline its development regulations. The changes aim to provide more certainty for applicants while maintaining the city’s planning standards.
