Plans for Three-Story Research Building to Replace Green Street Parking Lot To Go Before City’s Design Commission

93,500-Square-Foot Facility Would Replace Parking Lot Near PCC

Pasadena’s Design Commission is scheduled to review plans Tuesday for a new multi-tenant research and development building to be built on what is currently a parking lot near St. Philip church and school and the PCC campus.

The proposed three-to-four-story structure at 1364 E. Green Street would house 93,539 square-feet of office and laboratory space above three levels of subterranean parking with 280 spaces, according to city planning documents.

The project, which is under the Preliminary Consultation phase, would be constructed at the southeast corner of Green Street and Holliston Avenue on a 41,573-square-foot site currently used as a surface parking lot built in 1997.

The contemporary-style building would feature a simple rectilinear form with clean lines and repeated floor patterns on the first three levels. The fourth floor would be set back from East Green Street to create an outdoor terrace extending across the façade.

City planners have noted several design considerations for review, including studying how the building’s massing and architectural character will fit within the immediate context and architectural legacy of Pasadena.

The site is surrounded by multi-family residential, religious and educational buildings ranging from one to three stories. Nearby landmarks include the Hill Avenue Branch Library, St. Philip the Apostle Church, and is situated about half a block from Pasadena City College and two blocks from Caltech.

The site is zoned EC-MU-N (East Colorado Boulevard Specific Plan, Mixed-Use Core) and borders the PS public and semi-public zoning district along its southern property line.

If approved, the project would proceed to Concept and Final Design Review before the Design Commission before it’s forwarded to the City Council prior to receiving building permits.

The Design Commission meeting begins at 6:30 p.m. Tuesday at the City Council Chambers at City Hall.
