Single-Family Homes Could Be Excluded From Rental Registry

The Pasadena Rental Housing Board will consider amendments to Chapter 9 of its regulations governing rental registration, aimed at exempting owner-occupied single-family homes from the registration process.

The current regulations inadvertently included owner-occupied single-family homes among the properties required to register. The proposed changes would completely exempt these homes from the registration process, eliminating the need for owners to declare their exemption.

The proposed amendments are set to be reviewed at the Oct. 17 meeting.

“Staff plans to send letters to these property owners indicating that they are not subject to registration unless the home becomes a rental unit in the future,” according to a City staff report.

In related updates, the Rent Stabilization Department reported that a total of 390 properties have been registered under the rental registration program, with another 159 pending payment.

City staff held five rental workshops in September in various locations, including at the Jackie Robinson Community Center, Victory Park, and the Rent Stabilization Department’s Office at 199 Los Robles Ave.

Staff will continue to conduct workshops and hold in-office registration appointments through December to assist constituents with registration.

The registration deadline is December 22.

In addition to the workshops, staff conducted 60 individual appointments and received 591 calls from constituents for the period from September 23 through September 30, a total of 6 business days.

The department has conducted outreach efforts, including workshops and individual appointments, to assist property owners with the registration process, which must be completed by December 22.

Additionally, the Board has approved the budget for additional staffing positions to enhance service delivery, including the introduction of new positions aimed at supporting the rental stabilization efforts in the city.
