The City of Pasadena’s Rent Stabilization Department has released the October 2025 edition of its new newsletter, reminding landlords that the deadline to complete annual rental registration is Friday, Oct. 31. A seven-day grace period extends through Nov. 7, after which late fees of up to 50% per unit will apply.
The newsletter outlines key updates for landlords and tenants, including the 2.25% Annual General Adjustment (AGA) rent cap in effect from Oct. 1, 2025, through Sept. 30, 2026. This cap applies to rent-stabilized units—defined as multi-family rentals with certificates of occupancy issued before Feb. 1, 1995—under Pasadena’s Charter Article XVIII.
To support compliance, the department is hosting six walk-in registration sessions throughout October at various community locations:
- Oct. 1 and Oct. 30 – Victory Park
- Oct. 14 – Jackie Robinson Community Center
- Oct. 22 – Pasadena City Hall
- Oct. 27 – Villa Parke Community Center
These sessions offer in-person assistance for landlords navigating the online Rental Registry, which allows exemption requests, tracks compliance, and provides educational materials.
The annual registration fee is $238 per unit. Landlords who miss the Nov. 7 grace period face escalating penalties: 15% for late payments within 30 days, 30% within 60 days, and 50% beyond that.
Director Helen Morales encouraged community members to review the full newsletter on the department’s website to stay informed about policy changes, upcoming events, and housing resources. The newsletter also includes a guide to understanding rent caps and tenant protections under Charter Article XVIII.
