
Pasadena landlords who missed the Oct. 31, 2025, deadline to complete the 2025 Rental Registration and pay the city’s annual rental registry fee have already accrued late fees and may face increasing penalties, according to the City of Pasadena Rent Stabilization Department.
Beginning Tuesday, Dec. 23, 2025, the late fee will increase to 30 percent for unpaid registration, adding $71.40 per unit on top of the $238.00 per-unit rental registration fee, the department said in a statement.
Late penalties began after a one-week grace period ended Nov. 7, 2025. Fees are assessed on a sliding scale:
- Nov. 8–Dec. 22, 2025 (8–45 days late): 15 percent, or $35.70 per unit
- Dec. 23, 2025–Feb. 5, 2026 (46–90 days late): 30 percent, or $71.40 per unit
- Feb. 6, 2026, and after (91+ days late): 50 percent, or $119.00 per unit
The Rent Stabilization Department urges landlords to register and pay promptly to avoid additional penalties and ensure compliance with Pasadena’s annual rental registration requirements.
Payments can be made online by credit card through the Rental Registry Portal or in person at City of Pasadena Municipal Services, 100 N. Garfield Ave., Room N106, Monday through Friday, 7:30 a.m. to 5:15 p.m. In-person payments may be made by check, cash, credit card, or debit card. Payments are not accepted at the Rent Stabilization Department office, and landlords are asked to bring a copy of their invoice.
