Federal Homelessness Funding Application Due Wednesday After Application Process Reopens

Pasadena’s application for federal Continuum of Care homelessness funding is due to the U.S. Department of Housing and Urban Development by 5 p.m. Pacific time Wednesday, Sept. 30. The Pasadena Partnership to End Homelessness has been the lead agency for Pasadena’s Continuum of Care since 1995 and manages that application, according to the partnership.

The department reopened the fiscal 2026 competition Sept. 18, according to the agency. Two days earlier, the U.S. Court of Appeals for the First Circuit stayed, pending appeal, a federal district court ruling in Rhode Island that had vacated the department’s funding notice. The cases are State of Washington v. HUD and National Alliance to End Homelessness v. HUD.

The department said the notice is unchanged except for the new deadline and a technical correction that shortens a required notification to project applicants from 15 days to seven. The competition offers more than $4 billion in total, the department says.

In Pasadena, existing permanent housing projects eligible for renewal could also apply for a transition grant to convert to transitional housing, according to the partnership. New-project bonus funding is available for transitional housing and street outreach projects, the partnership said. Renewal applications were due July 21, and projects were to be notified of their ranking on the priority listing Aug. 11.

The department extended the deadline to Oct. 14 for applications from CA-600 only, the Continuum of Care whose formerly designated collaborative applicant is the Los Angeles Homeless Services Authority.

The department is also taking public comment through Oct. 13 on activities it proposes to encourage through the Continuum of Care program.
