The Pasadena City Council on Monday will consider amending contracts with two local nonprofit providers to add more than $1.1 million in Los Angeles County Measure A funding for rapid rehousing, shelter, and homelessness prevention programs.
The proposal would increase three contracts with Union Station Homeless Services by $351,962, $197,145, and $287,054, raising their total values to $1.78 million, $996,127, and $1.98 million. Two contracts with Friends In Deed would be amended by $168,587 and $106,310, bringing their totals to $1.02 million and $712,203.
The new funding is expected to provide rapid rehousing assistance, including rental subsidies and supportive services, to 12 to 15 households; housing navigation services to 20 to 25 individuals; and more nights of emergency motel shelter through Union Station. Friends In Deed would provide about 1,500 motel nights and prevention aid to roughly 25 households through rental arrears or short-term assistance.
Measure A, also called the Affordable Housing, Homelessness Solutions, and Prevention Now Transactions and Use Tax Ordinance, took effect April 1, replacing Measure H. Pasadena, which serves as the lead agency for the Pasadena Continuum of Care, is set to receive $1.32 million from Measure A in Fiscal Year 2026.
The proposed amendments would allow the city manager to execute up to five additional extensions on the contracts, consistent with future Measure A allocations. Competitive bidding requirements would be waived on the grounds that the contracts serve the city’s best interests.
City staff said the funding is already included in the Housing Department’s 2026 operating budget, with no impact to the City’s General Fund.
